The administration has started to get its sea legs under it, but it took a while longer than the last two administrations needed. President Bill Clinton's first year in office was decidedly rocky, although likely less so than this year, at least as reported by the press.
I went to look for the full text of the President's executive order related to refugees issued on Friday that has been (appropriately, given both the content and implementation challenges) causing some reaction and consternation all weekend. However, this executive order is not on the White House website, and the archive.org Wayback Machine suggests it has never been there.
